  Too many underpaid toll booth red tape beauracrats working the city counters. Common issue... They all think they already know what your gonna ask. So they don't shut their traps while u try to handle your business, and if they don't know the answer they just say the equivalent of No, depending on your questions. And then send u to another dept for the same treatment. Most of them can only answer the same questions they hear all day... Ask a question that indicates u know your stuff..... And they get flustered and indignant. Bunch of clowns in that building. Whatever u do... Never indicate you think for yourself and don't follow the herd... They are trained to start talking like those East Indian phone reps and just answer from the script. What they don't ever catch onto is that there comes a point where you are doing simply for the entertainment of watching the act.
