But when I call or go in to the office people are kind and do their best to help me navigate the crazy world of health insurance. I am very grateful for the good benefits we get from the City.

::I have a terrible experience with the Health Service System in San Francisco, After I retired from City Hall I moved to Bulgaria since my pension was too small to support me here in the Bay Area. I had a plan with a premium of less than $5.00 a month with the HSS, but in Bulgaria I obtained free health services paid by the government. The communication between me and the HSS was lost after I moved and the letters they were sending me were returned back to them for various reasons. Obviously, I was gone, but the HSS would not let me go and they kept billing me, changing plans and increasing premiums up to $357.00, which is more than 60% of my pension. I am 84 years old, but I have spent eight years of my youth on concentration camp in Bulgaria since I opposed the communist occupation, so I deeply believe in the American values and system and I am shocked to find out I lost my pension on health premiums I did not need and I was not given an adequate notice.. It also took me a long time to find out what the HSS was doing since my pension was directly deposited in an American bank, that does not have branches in Bulgaria. After I came back to the US, I started complaining about the Health Service System, but this system is very opaque. When I asked who is the director, all people in the office were telling me they were directors. A reporter from SF Chronicle informed me that the director is actually Dr. Catherine Dodd. I have a very frustrating experience also with the Health Service Board that is supposed to oversee the HSS, but I think is the opposite way around. They were arrogant and ignorant to my concerns and they believe they are granted some unique powers by the San Francisco Charter. My conclusion about the HSS is that they have very tricky and unfair policies and rules and they are very disrespectful to older citizens. The Health Service System has done a great disservice to me and propably to many other members! I
