::I'm pretty sure it is illegal to do so, but during recent basketball tournaments I was told the bathrooms (and handicap elevators) were staying locked because the custodian didn't want to have to clean up afterward. The court was on the 2nd floor which meant clinbing a steep flight of slick steps. I am handicapped as we're a few others in attendance. We each paid $10 to get in each day and at each location. The teams playing basketball were unable to use the bathrooms at all during games because the only available one was located in another building about a city block away. That bathroom had two stalls both with broken seats and waste spewing out of the doors. Won't mention the stench. Since it happened more than once they knew better.
