  The corps thinks with numbers and not practical experience. Their water conservation project in some buildings on Ft. Riley is laughable in that it now takes 2 tries when you flush a toilet to "finish" the job and in the kitchen it takes twice as long to wash dishes because of the water restrictors put in the kitchen
