  The correct address is 3417 Montrose Blvd, Houston, TX 77002 for passport. Getting Chinese Passport renewed for and with my Chinese girlfriend. You need to make an appointment via the internet before you arrive and fill out an application. Your Chinese girlfriend will read something that tells her she doesn't need to make appointment or fill out application that is A BIG LIE. You need make appointment, fill out application all on-line, Chinese Format passport pictures (not US format they are different), make copies of passport, visa for travel to USA, and have a return addressed priority mailing envelope with tracking which they will send new passport back in. All this can be found on houston consulate website somewhere. Unfortunately its all in Chinese because why would English speaking/reading person have Chinese passport. So it is up to my Chinese girlfriend to do or find immigration attorney who can help. My girlfriend used her network of school friends one friend has a son who was very capable and took care of. Again you need to make appointment and fill out application before the guard will let you into the building.
